We are applying to become a UK registrar

Our ISP dedicated server have nameservers we can use.

How do we outsource nameservers?

e.g. if our domain was http://hellohello.com

how can we setup nameservers on http://ns1.hellohello.com?

that is use our own custom domain name, we don't want to run the nameserver service ourself.

You could purchase a service like Custom DNS or Dynect. However, you don't have a choice about the names of the nameservers then with the standard service. As you will become a registrar, you may want to register a huge number of domains, but because you want to outsource DNS hosting, you had to look for a service provider offering to name their/your nameservers as you want. You also may contact support to see if they can do something for you.
