WHAT IS LOCAL PORT

Your router supports port translation, i.e. the public (WAN) port can be different from the private (internal, local, LAN) port, and it still works. As an example, you could forward public port 3232 to the local port 320, where your device or application is listening to. From outside one would still specifiy port 3232, but from inside and inside it is port 320.

Portforward.com has good guides, with pictures, to help you with port forwarding. In your case you want to set the public and local ports as 3232 (the port you're using). The local IP address is the (LAN) IP address of the device you want to access remotely - 192.168.254.3.
