The question is what are you using as a firewall? And do you have a service listening on the port you want open?

If you are using Windows Firewall, you access the firewall from the Control Panel. Select the Exceptions tab and click add a port.

For forwarding on the modem, start here. If you're already familiar with the overall process then you may want to go directly to portforward.com.

For opening ports on any version of Windows with a built in firewall the process is similar. Microsoft's knowledge base has articles for all, including 2003
